Salian Defense delivers secure facilities and the bespoke software that runs inside them. We design, build, prepare for accreditation, and operate Sensitive Compartmented Information Facilities and the classified workflows they host, from the first site assessment through occupancy and into daily operation. I.WHO WE ARE

Two customers. The same need.

Contractors come to us to avoid the cost, delay, and risk of standing up cleared space and compliant systems alone. Government program offices come to us for accredited capability on a mission clock. Both need the same thing: a partner who can be trusted inside the boundary and held accountable for the result. We have delivered SCIF capability across the United States and overseas. We can start a project from bare ground, or step into one that has stalled and carry it the rest of the way.

II.SECURE FACILITIES

Design, build, accredit.

Secure space is the foundation, and we build all of it: SCIFs, SAPFs, and closed areas, to the physical and technical standards of ICD-705. Some requirements call for a permanent build-out. Others call for a modular unit set in weeks. A few arrive as someone else's unfinished work. We handle each the same way, by building to what the accrediting authority will actually sign.

ICD-705 and TEMPEST

Full secure-space design and construction to ICD-705, including TEMPEST shielding and acoustic protection. Every project leaves with the drawings, fixed-facility checklist, and test results the accreditation package depends on.

B · FORM
Fixed, mobile, and modular

Permanent build-outs for established sites, and mobile or modular secure facilities for rapid and expeditionary needs. Capability can stand up where the mission is, not only where suitable real estate happens to exist.

C · PROTECTION
Hardening and force protection

Anti-terrorism and force protection systems, ballistic and blast mitigation, building hardening, and perimeter surveillance. We design redundant electrical and mechanical systems so a single failure does not take the space offline.

D · TRADES
Cleared, licensed trades

Master electricians, master carpenters, and specialty trades, cleared for the work. They are experienced in occupied, historic, and time-sensitive sites, so construction moves without shutting down the operation around it.

E · ACCREDITATION
Accreditation coordination

We assemble the body of evidence and work the package with the accrediting authority directly. The customer gets a space that is ready to sign, not a building handed over with a wish of good luck.

F · ACCESS
Turnkey access to ready space

Turnkey access to cleared, accreditation-ready space and infrastructure. Customers begin work without carrying the capital project, the schedule risk, or the wait.

G · RESCUE
Any phase, including rescue

We engage from a blank site or step into a failed or partially built effort. Recovering stalled projects is not a favor we do reluctantly. It is a specialty.

III.MISSION SOFTWARE

Software built for the high side.

Our software backbone is the Praesidium platform. It was built for austere, air-gapped, classified environments from the first commit, not adapted from a commercial product that assumes a live internet connection. It runs fully offline, with no outbound network traffic, and handles the parts of a secure deployment that usually eat schedule: mapping controls, assembling the body of evidence, orchestrating classified workflows, and keeping a defensible audit trail once systems are live.

A · METHOD
Digital twin, low side to high side

We build a high-fidelity twin of the target classified enclave and run it on the unclassified, networked side. Engineering, configuration, validation, and dry runs all happen there at full speed. When the baseline is proven, it transfers into the air-gapped environment as known-good work. Program teams keep their collaboration on the networked mirror, and protected content never crosses the boundary.

B · DESIGN
Air-gapped by design

No software-as-a-service in the runtime path. No telemetry leaving the building. No copyleft licensing to complicate the supply chain. These were design constraints from day one, not features added later under audit pressure.

C · CONTROL
Human-gated automation

Sensitive actions break into multi-step workflows, and a cleared person approves each gate before anything proceeds. Every transition is recorded with its classification, so the audit trail writes itself as the work happens.

D · CAPTURE
Opportunity and capture intelligence

The same platform finds, scores, and helps win the right work. Market signal becomes a qualified pursuit list and proposal-ready material instead of a pile of notifications.

The Praesidium Suite ships as four instruments: Pythian (cipher, keystore, and signing; fielded), Vates Cognition (on-prem analytics and capture; in training), Vigil (continuous monitoring; in development), and Legatus (cleared orchestration with human review; in build). Continuous compliance automation is delivered through Project Hawk, engineered to stay outside your CUI boundary.
IV.SECURITY PROGRAMS AND PERSONNEL

The program, and the people who run it.

A facility is only as good as the program that runs it, and the program is only as good as the people staffing it. We stand up the industrial security programs, manage the clearances, and provide the cleared personnel that keep classified work compliant and moving. Some of this we do directly. The rest we draw from a vetted cleared network.

NISP and NISPOM support

We create, maintain, and self-inspect industrial security programs, and we prepare clients for DCSA security reviews under 32 CFR Part 117. The aim is a program that passes because it was run correctly, not patched the week before the review.

B · CLEARANCES
Facility and personnel clearances

Facility Clearance process support, personnel security clearance administration, and Key Management Personnel coverage where a role needs filling.

C · STAFFING
FSO support and cleared staffing

Facility Security Officer support and cleared staff augmentation, sized to the program. That can mean a single billet or a full security team standing behind it.

D · COUNTERINTELLIGENCE
Counterintelligence and insider threat

Technical surveillance countermeasures, insider threat program development, and Foreign Ownership, Control, or Influence mitigation. The unglamorous work that keeps a clearance intact.

It is assembling the right people, vendors, and trades around a classified requirement and keeping all of them moving in the same direction. A defined SCIF or software scope for an agreed price. Best when the requirement is well understood and the customer wants cost certainty.

T&M
Time-and-materials and labor-hour

Cleared engineering, accreditation, and operations support billed against agreed rates. The right fit when scope will evolve as the work proceeds.

MILESTONE
Milestone and deliverable-based

Payment tied to accreditation gates and delivery milestones, so cost tracks demonstrated progress rather than calendar time.

SUBSCRIPTION
Subscription access

Recurring access to accredited space, infrastructure, and software on a term or per-seat basis, in place of a capital build.

Defense and intelligence contractors come to us when they need cleared space and compliant systems but do not want to build a security organization to get them. Government program offices, FSOs, CSOs, and ISSMs come to us when accredited capability has to be standing by a date that will not move.
